PURCHASE & TRANSACTION POLICY

1. Scope of Services
ANGEV LTD provides brokerage, dealership, sourcing, bidding, and facilitation services for the purchase and sale of vehicles, engineering equipment, and related goods (“Goods”). ANGEV LTD acts as an intermediary and service provider and does not guarantee bid outcomes unless expressly stated in writing.

2. Buyer Payment Structure
2.1 Down Payment Requirement
• Buyers are required to pay 40% of the targeted purchase amount as a down payment before ANGEV LTD initiates bidding, sourcing, or procurement activities.
• This down payment demonstrates buyer commitment and authorizes ANGEV LTD to act on the buyer’s behalf.
2.2 Use of Down Payment
• If the bid is successful, the down payment will be applied toward the total cost of the Goods.
• If the bid is unsuccessful, the down payment will be refunded, less ANGEV LTD’s service charges.

3. Refund Policy (Unsuccessful Bids)
• If the buyer does not win the bid, ANGEV LTD will refund the down payment after deducting applicable service charges incurred during sourcing, bidding, administration, and operational costs.
• Refunds will be processed within a reasonable timeframe, subject to internal verification and third-party processing timelines.
• Service charges are non-refundable once services have been rendered.

4. Non-Refundable Policy (Successful Bids) • If the buyer wins the bid, the 40% down payment becomes non-refundable.
• The down payment will be credited toward payment of the Goods.
• The buyer must complete the remaining balance payment within the agreed timeline.
• Failure to complete payment after winning a bid may result in forfeiture of the down payment and possible termination of services.

5. Service Fees (Successful Transactions)
• Upon a successful bid, ANGEV LTD will charge a 10% service fee based on the final purchase amount.
• This service fee covers brokerage, negotiation, coordination, documentation, and transaction support.
• The service fee is separate from the cost of the Goods unless otherwise agreed in writing.

6. Seller Policy
6.1 Seller Responsibilities

Sellers engaging with ANGEV LTD must:
• Provide accurate and truthful information about Goods
• Disclose defects, encumbrances, or material issues
• Honor bid commitments and agreed pricing
• Comply with applicable laws and export/import regulations

6.2 Seller Payments
• Seller proceeds will be released only after verification of compliance, documentation, and completion of transaction conditions.
• ANGEV LTD reserves the right to withhold or delay payments in cases of disputes, non compliance, or regulatory concerns.

7. Cancellation & Disputes
• Buyers may not cancel a transaction after a bid is successfully won.
• Disputes will be handled on a case-by-case basis using a risk based and fair resolution approach.
• ANGEV LTD reserves the right to suspend or terminate services if fraud, misrepresentation, or policy violations are suspected.

8. Limitation of Liability
ANGEV LTD shall not be liable for:
• Bid outcomes beyond its reasonable control
• Actions or failures of third-party sellers, logistics providers, or regulators
• Market price fluctuations or availability changes
